Dare County's first State of The Child Conference in 1988 identified child care as a real community need, especially for teen mothers so they would not have to drop out of school to care for their babies. This began our focus for ministry in the community, even before we were chartered, had a church building, or a home for day care. For this ministry to exist, our tiny fellowship wrote a comprehensive amendment to the county zoning code, organizing lobbying for its passage well before the church was chartered. In the spring of 1990 Presbytery bought a house, across the street from Manteo High School, and a half acre of land adjoining the parcel bought in 1986. The house was modified for multi-purpose use as a day care ministry during the week and church school and worship on Sundays. Early in the summer of 1990, we moved into our new "church house" and continued work to bring our day care mission to fruition. In March 1991, Roanoke Island Presbyterian Day Care began caring for its first babies.

Jesus called a little child to himself, and set him in the midst of them, and said, "Most certainly I tell you, unless you turn, and become as little children, you will in no way enter into the Kingdom of Heaven. Whoever therefore humbles himself as this little child, the same is the greatest in the Kingdom of Heaven. Whoever welcomes one such child in my name welcomes me." (Matthew 18: 2-5)
